When httpbis was chartered, my suggestion for the charter

was not accepted. But I think the work I called for still need to be done: 
defining clearly how HTTP/2 is or isn’t a big improvement for different 
applications, and what you have to do to use it effectively, evaluating 
the tradeoffs for various sent-over-HTTP services, etc.
