Why enforce this as an RFC? In order to turn in a draft, we use a tool. The
tool could put up a "are you sure" dialog on a -00 where there are too few
hyphens in the name, and when the first field is not "ietf" but is also not the
name of one of the authors. The dialog could even have a few paragraphs about
what is considered common, but still allow the submitter to click through.
An RFC for this might be considered too heavy-handed.
