That is probably one of the reasons why the IETF (as a formal endorsor of the
principle of transparency in standards development [1]) goes out of its way to
make sure that there is adequate advance public notice of proposed standards
development activities and the scope of work to be undertaken; i.e. so that
those
parties with expertise (and who might be affected) have the opportunity to fully
engage in the process.
