It isn't appropriate to specify that in the update to BCP 101. The IAB happens
to organise its work in "programs" at the moment; that is entirely the IAB's
business. The relevant change to BCP 101 is to replace "The IAB Chair" by
"A voting member of the IAB, other than the IETF Chair, formally designated
by the IAB prior to the First IETF" or words to that effect.
