No, that's not correct. We aren't inserting literal "<bcp14/>"
into the output.
1) An XML submission will use <bcp14>SoMeThInG</bcp14> and will be
rendered as SOMETHING in txt.
(And maybe as <homerSimpsonFlashTag>SOMETHING</homer> in HTML!!!)
2) A TXT submission, will use SOMETHING, and the RFC-editor will
edit it into <bcp14>SOMETHING</bcp14>.
