I find myself wondering if we aren't scoping requirements for
more than a single application.
What do you mean by "we"? This is a mailing list of widely divergent
views. Two different people's requirements may be impossible to meet
in a single protocol, but that doesn't mean you need two protocols.
It means you have to figure out which requirements are relevant to
the majority (hopefully the large majority) of users. Some people
here may be less adept at protocol consideration than others.
