No...that would cause export problems.

I haven't been following this in full, but there may very well be ways of
doing this that don't run foul of export restrictions.

(1) The hooks could always be set up and distributed as a patch on servers
    outside of the US.

(2) It could use MD5 Summaries (thus relying on the Perl MD5 libraries).
    Recoverability would require having a list of the source email
    addresses in some separate database/file.
