I'll put in a plug here for mhfixmsg -decodetext, though I agree
that it's better to simply avoid the encoding + decoding.
It could be that non-UTF-8 8bit is less friendly for the reasons that
make UTF-8 such a win. :-)
Yup, I expect that I noticed a problem with non-UTF-8.
