Vint, I believe you've echoing my position precisely. I think Bob wants a PCA to force an interpretation of all signatures within its hierarchy to either convey some legal weight or to be prohibited from conveying legal weight. I agree with you that it's inappropriate to insist that a PCA do either, although nothing prohibits a PCA from doing so if it chooses. TIS-PCA neither forces nor prohibits an interpretation of the signatures of its users. Steve
