        I agree with Steve C., i.e., there is no requirement that a
PCA policy say anything about the legal implications of digital
signatures affixed by users under CAs certified by the PCA.
Conversely, there is nothing to prevent a PCA policy from including
such statements and if a market exists for such policies I trust the
system to evolve toprovide the service.
