Because filter is generally known to have more bugs (and perhaps security
holes) than procmail.
If that's "filter" that comes with Elm, it's EXTREMELY unsecure.
The author himself says that it is and it should NOT be depended
on and HE suggests going to this other mail handling package
called... procmail. Gawd knows where you'll find that... ;)
Also, if it IS the Elm package and they're running a version
that is older than 2.4 PL23, they've got a zillion holes in
their security. One of which prompted a CERN warning as I
remember. :>
