Unfortunately, yes.

This is the only filter instruction you need (if the local mail administrator
has included filter on smrsh's list so that you can use filter):
always execute /u/iued/hh0/.dman/bin/procmail

Yes: smrsh's local list of approved programs doesn't include procmail. You'd
have to persuade the administrators to add it.
