appending to Message-Id: line after ">"

Is it legal to put additional text on the Message-Id: header line to the
right of the closing angle bracket?  What about between the colon and the
left-side angle bracket?  Should it be put into quotation marks or paren-
theses for safety?

This is part of something for a filter, so it is indirectly procmail-related.
