use $HOME/.procmailrc if the user's home directory is world or group
writable, or if the file itself is world or group writable, or if the
file or directory isn't owned by either the user or root.

Yup, I checked those beforehand.  File and dir owned by the user, and
nothing is group/world writable.

Also, there is no /etc/procmailrc, and permissions on procmail itself are
correct (setuid root and setgid mail).
