Home directory is set to 700, and .procmailrc is set to 644. I don't understand the quote about GROUP_PER_USER in config.h ?

Are the permissions above ok ?

What are the permissions on your .procmailrc and home directory?  Starting
in version 3.12, procmail is more paranoid about the permission that it
allows on them. To quote the HISTORY file:
1999/03/02: v3.12
            Changes to procmail:
...
               - Don't use $HOME/.procmailrc if it's group-writable or in a
                 group-writable directory, unless it's the user's default group
and GROUP_PER_USER is set in config.h
