Try using, of all things:
$DEFAULT
as your delivery target.
I presume that your recipe above is in /etc/procmailrc (your mention of
$USER within the description of what you wanted to do - though technically,
that's $LOGUSER - indicates that this rule is being applied to more than
one person's mailbox).
This of course will still allow spam through, since many spammers send with
a from within your own domain...
