Don't know about the poster of the original thread but it isn't clear to
me what happens when both /etc/procmailrc and ~/.procmailrc exist. I tried
looking through the documentation and reading the procmail source code but
I still couldn't figure out what is supposed to happen. As I'm running
procmail in a live environment this isn't someting I want to take an
empirical approach to.
I have got in mu main.cf file
mailbox_command = /usr/bin/procmail /etc/procmailrc
then none of my users can not login, just edit through web interface ...
I'm confused by this because in British English a double negative becomes
a postive. So you appear to be saying that "... user can login ...".
and in /etc/procmailrc
INCLUDERC=$HOME/procmailrc.sms
This is the heart of the matter. Does the co-existence of /etc/procmairc
and ~/.procmailrc require that the former has an INCLUDERC= clause in it?

As I say I rtied erading both the documentation to find out what is
thought to happen and reading the source to discover what does happen and
could not find the answer.
And I didn't find it anywhere just tried, tried ang got it working
Impossible to do when the users are receiving email at anytime and that
from paying customers. If one of those inbound emails is not received then
fees cannot be charged and remitance isn't made.
