yes i did (mean "<" to be literal), but why is there any need of
quoting "<"?

I don't exactly understand what you mean by `quoting "<"'.

See man procmailrc:

The bare `<' means: size-is-less-then, but whether the following 
means that the-#-of-characters-of-the-value-of-Listid is < 10, 
I don't know, I've never needed such a construct:
  * Listid ?? < 10

A `\<' means something similar to ([^a-z0-9_]|$) to match 
any character before or after a word.

That's why I think that a starting `<' better be between `()'.
