Sounds like Solaris X86.

At any rate, given that (1) /bin/test is a shell script there and (2)
touch -c exits 0 there if the file doesn't exist, so far head -0 seems to be
the best suggestion.

I take it you don't have access to a compiler and/or there's no stat?
