Checking the first character is no good - see above.
You could score the number of lines with a > in it, with a weight of, say
20, to lines with the > to give a 5% test. I'm not sure about the syntax
of this recipe though:

* 20^1 B ?? >.*$
* -1^1 B ?? ! >.*$
dosomething
The final score is available in a variable, $= I think.
