You're honestly asking for help here, Terry.  No one should make you a target

All I saw below there was the log excerpt, not the rule (the log excerpt
covered many recipes), nor the message that was supposed to trigger it / fail
it.  Could you please also post the recipe that's not acting as you expect,
the relevant parts (with individual addresses or othe personal information
obscured if necessary) of the message on which it didn't act as you expected,
and, if it isn't obvious from those, what you expected and what happened
instead?

Seems the message matched no recipes until procmail found a condition that
looked only for "To: " (which almost every message has), and then it bypassed
dotlocking your spool file [no write permission in the directory, maybe?] but
delivered there anyway.

Since we don't yet know the problem, the only advice I can give you at this
point is unrelated: drop all those trailing ".*"'s.  Regular expressions,
unlike shell globbing patterns, are unanchored by default, so all the "and
maybe something more, but if that's the end that's OK too" just slow procmail
down a little without doing you any good.
