No.  Its definition is hard-coded into procmail at compilation time, and you
shouldn't change it without very, very good reason.

It usually is a good idea to set it to sh or an sh-compatible shell.

The code that procmail says it is skipping is not in the excerpt from your
rcfile that you showed us, so the problem must be somewhere else in your
rcfile.
