You might have better luck if you posted:
1. An example of the headers you are trying to identify with your
procmail recipes.

*sigh* (again)

In the original message, I wrote:
The ISP also runs SA on all the messages which are forwarded out, but
does not allow me to run sa-learn (or turn it off completely). They
have the 'default' subject_tag of ****SPAM****.

Now while I *suppose* that this is not explict, subject tags are pretty
commonplace (many listserv lists have them). But to explain directly
just in case: a subject_tag puts a given text in front of the subject
typed in by the sender. Thus, if a person sends a message with a
subject of "Hi I'm a newbie", the actual header would appear as
Subject: *****SPAM***** Hi I'm a Newbie
(assuming that the tag in this case is the string *****SPAM*****).
Thus, what I want to do is strip the ****SPAM***** leaving the header
with
   Subject: Hi I'm a Newbie

got it?

2. The verbose procmail log that you have examined but still cannot
understand why your recipes are not working.

And just where would a verbose log file be for a procmail script
executed on a system-wide basis (ie. from the /etc/procmailrc file)?

Spam assassin does seem to be causing problems for some people. Is
it a broken program?

Not in the least. SpamAssassin is working PERFECTLY and is doing
EXACTLY what it is designed to do. This issue is one of getting
procmail to utilize the extra tools in the headers that SA has provided.
