Yes you can, but must do it yourself... ;-)
Make a recipe which match ALL at the end of your /etc/procmailrc
Here you must call a script which suid the mail and forward ist
to procmail with the UID of the desired user.
I had done this and it was to much work...
If yo like to filter SPAM/Viruses etc... it is better yo make a
file /etc/procmail.protect als let the user include it with
INCLUDERC=/etc/procmail.protect
