What do you think? Is it safe, robust, are there any weird
cases (one message going to more than one user?) where
it wouldn't work?

This is, in fact, the only reasonable way to use procmail in an
environment where no real system account for the recipient exists,
because it keeps the MTA in control of selecting the procmailrc to
use. A poor second-best is to cause the MTA to insert a header that
can be used by /etc/procmailrc (or another rc file applied to all
messages) to select the next stage, but then the MTA must also
*remove* (replace) that header if it already exists in an incoming
message, etc.
