So it is being added. For testing, name it X-Foo:, and see if that
survives.

Sure enough, yes X-Foo: survives:

 From the mail headers using vim to look at the "raw" message:

X-Foo: $Label1
X-Priority: 1 (Highest)

and the mail log:
