Probably just an email library they used, and encoding got brought along
for the ride because they internationalized the app for use on non-western
systems. Once the application was modified to be able to send
notifications in other languages, why not just encode everything.
Besides, if the app developers and testers were using just MS products for
email, they might never have even notices the underlying encoding stuff...
