The proper way to solve your problem would be your secondary MX performing
SPF checks as well.

If your secondary MX is beyond your control, consider dropping that
secondary MX.  SMTP is tolerant against unreachable MXes, as a conformant
SMTP server should keep trying to deliver the mail for some days before
giving up.  So you don't really need a secondary MX in most cases.
