The simple answer is: you should whitelist your secondary MXes.  There
are a number of cases where SPF does not apply, and this is one of them.

But how do you do it to whitelist them? /etc/mail/access doesn't work,
as apparently a rejection by a milter takes precedence over an OK in
access.

Secondary MXes should have spam protection as good as on your primary.
If they don't, you shouldn't be using them.

In this case, both primary and secondary are under my control, so this
shouldn't be an issue.
