And I think that's fine. That'll give forwarders enough complaints to
want to fix it, but not so many complaints that they'll be against SPF.
We really need to reach out to those folks but they're too well
insulated by their customer service staff.
I'm going to bring back "softfail" so people don't have to choose
between "?" and "-" --- "~" will be a happy medium.
