In the trivial sense, of course. However we should make sure that a 'pass' is
sufficiently strong that there is no in-scope reason to subject the message
to further scutiny.
What I mean by 'in-scope' is no reason beyond the inherent limits to IP-based
security, of (a) man-in-the-middle attacks, (b) compromised hosts.
