Are you then implying with your response that there is not yet a
proposal to handle "dot forward" bounces under SPF?
Simply whitelist ypur mail forwarder on the receiving (final) system. This
whitelisting could be done on an individual basis (i.e. only mails from
system X sent to local account Y will be exempted from SPF checks but not
mails to local account Z).
IMHO it is the job of the person who wants to received *his* forwarded mail
to set up his local account properly.
