You don't have a mailbox full of joe-job bounces, virus scanner bounces,
and spam that was sent with an empty return-path?  I envy you!

No. Most spam gets here with a non-null envelope-sender. This is like "I get many spams from asia, so lets block asian netblocks". In some cases this might work without false positives, but as a postmaster I would be stupid to apply such a block on a system-wide basis. This kind of approach against spam is just too simplistic.
