No. Most spam gets here with a non-null envelope-sender. This is like "I
get many spams from asia, so lets block asian netblocks". In some cases
this might work without false positives, but as a postmaster I would be
stupid to apply such a block on a system-wide basis. This kind of approach
against spam is just too simplistic.
