I'm dubious, but I'd settle for a 'SHOULD'. That way, if there really
are valid reasons for you to ignore the guidance in particular
circumstances, you may do so if you have fully understood and carefully
weighed the implications.
That at least gives forwarders the easy option of a 551 response with a
_reasonable_ expectation that the sending user will be happy.
