That sounds right.
Even if it was a good idea, I don't see where it helps. There are
fundamentally only two scenarios:
1. Forwarder does something like SRS that lets the ultimate recipient
make
a decision about the mail being sent from a permitted sender.
2. Forwarder does nothing that lets the ultimate recipient figure it out
and the recipient has to whitelist the forwarder.
I don't see either of those scenarios changing with your proposal.
Try case 3.
3: Sender does not want mail forwarded, ever, for tracking reasons and
so that recipients can have more confidence that mail "From:" a domain is
actually from that domain, particularly useful to avoid phishing attacks.
This is especially true with the new implementation of "Caller-ID", which is
going to be so potentially complex that many sites will simply whitelist
others rather than try to implement such a relatively top-heavy toolset.
