Is it the case that a SPF-NG kind of thing would have to be a *validating*
xml processor? But if that is required, is it certain that the spec would
*require* resolution of external entities (or xi:includes)? And if the spec
did require it, how are the Internet police going to make sure that you
poke holes in your firewall and actually do it? Is the UN going to abolish
local policy?
