They already exist in crude form.  After all, what's SpamCop but an IP-based
reputation system?  You query it, and find out whether that IP has a
reputation for generating spam or not.  The only difference is a reputation
system that worked with SPF would probably be based on the domain name, not
the IP address.

The GOSSiP distributed reputation system uses both as the identity on
which reputations are built:  IP address plus domain.

As does the SpamAssassin auto-whitelist.

GOSSiP looks interesting btw ;)
