The analogy that came to my mind is actually regulation of
spectrum.

Look at how much innovation has come out of the tiny slice
of unregulated 2.4GHz.

If we could have arbitrarily allocated our own RRtype with
the confidence that it would be usable, we wouldn't be using
TXT.  The problem is that many DNS implementations hardcode
the set of canonical RRtypes and do not pass anything else.
