I hope you 2 are correct. But I bet spammers find a way to buy new domains
fast enough to not worry about being blocked, and in a way as to not be
tracked. Hopefully you need a credit card to buy domains. Would suck if
there was a cash and carry domain store.
Opinions seem to range to both extremes regarding how well SPF will do. I
think SPF will protect my domains from forgery, but beyond that I can only
hope.

This is the point. By using their own domain, they can be tracked and
jailed.

That has *nothing* to do with SPF - you should thank the German police.
The reason is simply that most of those bounces were the the results of
worm transmissions, and when the German police tracked down and arrested
some of the worm authors, the other worm-writing groups went quiet for
a while.
Right now only around 10% of all e-mail contain worms, but it did go
as high as 70% for a while.
If the number of worms goes up again, so will the bounces.
