Can SPF support subdomain reputation?

Because it is useless. It returns "v=spf1 -all" for those subdomains where
it is not required, namely those that don't have any record and from where
no mail is accepted anyway. And it does not return "v=spf1 -all" for those
subdomains where it is required, namely those that have an A (or any other)
record but don't send mail.
