If you're wishing to "reserve right to the idea" then go and file a patent!
But if you have not done so and instead posted the idea to public list,
its no longer your to "reserve" although you can request that if others
use the idea or futher work on it, that they attribute the initial idea
to you in their work (i.e. see 10. Contributors and Acknowledgements 
section of spf protocol doc which attributes it all the way to Jim Miller)

In any case, I believe I've seen this idea on one or two other lists 
(possibly even this one) before, do a seach on google on whitelisting TLDs 
or global whitelisting.
