Nobody supports PRA / SUBMITTER, so that won't work in reality.
Your proposal to ignore the "pat. pend." as far as SPF classic
is concerned is fine, but ignoring it for PRA makes no sense.
The ideas of RMX, v=spf1, and spf2.0/mfrom are always the same,
break forgeries, break forwarding. You have a nice slide show
explaining why this is absolutely necessary and a "good thing".
