They can easily. But  Microsoft would have to agree to work on this 
concept and accept that SUBMITTER maybe used separate from PRA without 
that being considered some kind of incomplete use of the specification.

In reality its pretty easy to build SenderID spec with responsible-submitter
draft, all they need to do is write into new senderid core draft (or they
can put core & pra back into one draft) that if SUBMITTER is used during 
SMTP session and if SPF scope record for the domain specified there is PRA 
then MTA must also verify that SUBMITTER address is equivalent to PRA 
address derived from headers. Very very easy to put this text in the 
additional section into what was originally marid-core draft.

But despite my offer to work with them towards common goal:

they have shown no interest in this so far. 

Now even without that both drafts can actually co-exist, MTAs can make
determination what draft to use based on the SPF scope record and those
MTAs that only want to support submitter at RFC2821 session level are
basicly automaticly making a choice that its responsible-submitter draft
that they want to support.

Another possibility is that IETF Directorate will choose one of the drafts
(most commonly they would choose one that is less controversial and that
is easier to adopt, but there is a lot of political pressure in this case) 
or that they may direct Microsoft to work with me and not let either draft 
through.
