1) Are you willing to allow Meng continue to negotiate on behalf of the

Answer: No (on *his* and his SPF draft's behalf, yes, but not on the
behalf of the SPF community)
2) If your answer to number 1 was No, would you be willing to allow Meng
to negotiate on behalf of the SPF community if he did the following:
divulge enough details of his goals and plans to a small representative
group who would then report back to the community whether, in their
opinion, Meng's goals and plans are compatible with the perceived
majority opinion?

3) If your answer to number 2 was No, under what conditions would you be
willing to allow Meng to negotiate on behalf of the SPF community?
"Enough details" would have to be divulged to the whole SPF community, not
just to a small representative group.
