Isn't Meng the brain behind the ESPC ?  They submitted comment
13, and it mentions SPF quite often.  Comment 13 also claims
that "Sender-ID" is an "advanced" scheme compared with SPF ;-)

The submitted comments are now several weeks old, they cannot
reflect the state of the art.
