The web page that has the list of "Requests to Participate" does not show
anything from Meng.  Based on this, he should not be able to speak.

Well, Daniel Quinlan is going to be there and neither he, nor apache
are on this list either.


Consider that Dan was a major force in trying to get the PRA license
situation resolved and Dan is involved with SpamAsssisn's support for
SPF, he might be a good choice to represent SPF-classic.
