Hi,

it could be that they just want to evaluate the ammount
of emails which get rejected by SPF aware MTAs and to
evaluate the distribution level/market share of these MTAs.  
Could be also that they just dont know what they are doing :-)

No, it is still broken and you can see it in your logs:

It is Hotmail, it is Microsoft, no wonder.
