Yes, that's the important distinction.
Equally importantl though is the view from the SPF-checking MTA owner's
position - how do we achieve consistency in specifying recommended
dispositions for mails which fail, softfail, etc? Do we rely on the MTA
implementation to hard-wire the 'right' rules, or do we assume every MTA
owner should have the ability to configure flexible responses based on local
considerations?
