This is friendly response for senders actually using SOFTFAIL as a
transition to -all.
However, the vast majority of senders seem to regard SOFTFAIL as
"vaguely suspect" and don't intend to ever fix their SPF record.
So, now I simply pass SOFTFAIL on in a Received-SPF header and let
the bayesian filter keep stats on whether it correlates with SPAM.
