an additional-scopes= modifier

Comments welcome.
If nobody from the Council is willig to read and understand the op= draft
I'll remove the restriction that it must not be used, implemented, or
submitted without a permission by the Council.
I did read it a while ago, but how is "op=2822from" any better than
"addl-scopes=2822from"? Or, how is "op=2822from.pra" any better than
"addl-scopes=2822from,pra"? (Except for being slightly shorter.)
I always thought "op=" ("options") was meant for the specification of
unrelated flags, not of sets of strongly related items. Perhaps I was
mistaken.
This ignorance towards community contributions is annoying. :-(
It is not my intention to ignore anyone's well-meant contributions. So
please keep complaining if you think there is a reason to do so.
